You Are How You Park

I have long noticed that some Staten Islanders take a very liberal (or anarchic) view of parking regulations. Stop at the Starbucks on Victory Blvd. and you will regularly see an able-bodied guy or gal pulling in or out of the two handicapped parking spots. The logic here, as near as I can figure, is you leave the spots open unless there are no other spots in the lot.
This car's driver takes things to a new extreme, regularly parking overnight at a hydrant across from my building. I've called 311 to report the car to the police three times, and once got a message back that a ticket was issued. The next time, no response. Where's the fire?
