The Brooklyn Bridge Park Pier 3 Uplands are still looking a little scraggly, after three years of intensive landscaping. At least from the upper (eastbound) deck of the BQE, they don't entirely block the harbor view. Never mind that, what is that intriguing shadow on mound?
